bc solana is so fast and cheap, all participants in the restaking protocol have a lot of flexibility to build custom onchain logic

- can frequently update (permissionlessly crank) state
- takes a snapshot of vault assets
- prices and calculates stake delegations given the snapshot
- receives merkle roots from node operators to achieve quorum
- calculates and distributes rewards to NCN participants
